History

The Port of St. Helens was created in 1940
Formed under State Law (ORS Chapter 777) to engage in public development activities
Under Oregon Law Port Districts have a broad range of economic development powers
The boundaries include Scappoose, St. Helens, Columbia City, Rainier & Clatskanie
