Our History
Formed under State Law (ORS Chapter 777), the Port of St Helens was created in 1940 to engage in public development activities. Under Oregon Law, Port Districts have a broad range of economic development powers. The boundaries include Scappoose, St. Helens, Columbia City, Rainier & Clatskanie
